Think more about people with an interest in your writing on the topic. People who DO know something about the topic should be interested--you want to write for professional and semi-professional audiences. Also, note that "people who are interested in foreign countries" is very broad, and isn't (semi)professional.
You are clear to proceed with the 1st draft of project 1.
