1. Would making all of the public schools throughout the states to have same education system increase the overall achievements of most students?
I think it will depend on the situation of individual students. Same education system does not mean that every students should be taught in same level. For example, some students who are in high level of math or certain subject are placed in advanced class and some students who fall behind the average line should be in separate class to work them out effectively. Therefore, the achievement level would not have to be changed due to equalizing the education system.
2. What can be done to help those tax payers who has their kids in out-state institution in moneywise, since they are paying the educational taxes to their states and paying out of state tuition as well?
3. Which part of United States' edcation system should be changed first?

For question 1, change the word "intelligence" to something else. There's no broadly acknowledged way to measure intelligence (whatever "intelligence" means, and IQ tests don't have nearly the level of respect that they used to have).
Come up with your answer for question 3.
